Today, on October 28, the Mother's Right Foundation won an important victory in the Kirovsky District Court, Yekaterinburg. We won the case of Andrey Galanov (b. 1980) who was killed at the reservist camp in 2005. Andrey Galanov was called up for the reservist training camp in March 2009. Twenty-four year old Andrey was a reserve senior sergeant. On March 4, along with other reservists he arrived at Military Unit 65327, Perm Region. One of the reservists appeared to be a mentally unstable person (he suffered from schizophrenia) with two convictions. According to the schedule, on March 16, the reservists were at the shooting ground. During the shooting, one of the reservists, on his own, started shooting at his fellow reservists and fired 15 bullets. As a result, two men - Andrey Galanov and Dmitry Kuznetsov (b. 1978) - were killed. Andrey was awaited by his pregnant wife; his son was born on June 17, 2005, i.e. in three months after his death. On May 7, 2010 the Mother's Right Foundation won the compensation case in the interests of the father of the deceased, Valery Ivanovich Galanov: the Kirovsky District Court, Yekaterinburg, obliged the Volga-Ural Military District and the Military Commissariat of the Rep. of Udmurtia to pay the father of the deceased compensation in the amount of 200,000 rubles. Then, we filed a cassation appeal and on August 31, 2010 doubled the compensation (500,000 rubles). Then, we filed a compensation lawsuit in the interests of the widow of the deceased, Natalia Yevgenievna Galanova, and her underage son, Nikita Galanov.

The interests of the widow and the son of the deceased were represented by Tatiana Sladkova, lawyer of the Mother's Right Foundation. She stated the foundation's position: "The death of Andrey Galanov caused mental and physical sufferings. Nikita Galanov will never see his father." The lawyer of the Mother's Right Foundation stressed that we demand compensation not only for the death of husband and father. We demand compensation for the death of a breadwinner which is stipulated by the RF Civil Code.

Nobody represented the defendants. The Military Commissariat of the Rep. of Udmurtia sent a petition demanding to suspend the trial on the ground that they had lodged an extraordinary complaint in the case of the father of Galanov. Tatiana Sladkova objected: the commissariat's claim was illegal because the decision passed in the interests of Galanov's father had come into force.

After hearing the lawyer of the Mother's Right Foundation and considering the case materials, judge Julia Viktorovna Glushkova passed a decision that satisfied the claim of the Mother's Right Foundation: the defendants were obliged to pay Mrs. Galanova compensation of 700,000 rubles for the death of her husband; to pay Nikita Galanov 700,000 rubles for the death of his father. Besides, the defendants were obliged to pay 125,954 rubles for the death of their breadwinner. Nikita Galanov, the serviceman's underage son, will be receiving a monthly payment in the amount of 3,498 rubles and 74 kopeks till he reaches the age of 18 or till the end of his studies (full-time tuition). In total, the Galanovs will receive over 2,000,000 rubles.

Perhaps while paying Nikita's monthly payments, the Military Commissariat of Udmurtia (its officials did not admit their guilt for calling up the mentally sick person who killed Andrey Galanov) will understand that people are more important then the commissariat's ‘output' plan. The cost is too high.
